R3 helped our client map and re-engineer the hiring process to reduce overall time-to-hire and better track the process steps to determine bottlenecks. Many of our staff hold the Office of Personnel Management’s Delegated Examining (DE) certification, meaning our team works on the full merit-based hiring process. We also have expertise in using targeted hiring authorities that help our clients hire hard-to-fill roles and use temporary hiring authorities to handle surge requirements. (FEMA)

R3 is spearheading efforts to modernize recruitment strategies for a DOD agency by developing and implementing initiatives to enhance talent acquisition processes, improve hiring efficiency, and align recruitment practices with organizational goals.

Representative Client Work

R3 developed over 50 staffing and recruitment Standard Operating Procedures (SOPs), desk guides, staffing forms, and workflow maps to make the agency recruitment and hiring process more efficient.

R3 subject matter experts (SMEs) train audiences of federal HR staff on the full body of federal HR knowledge, including for U.S. Citizenship and Immigration, Federal Student Aid, and Department of Veterans Affairs.

Supported agency efforts to increase efficiency in the HR function by reviewing the HR service delivery model of a federal client and recommended a new approach that involved outsourcing transactional processing and re-skilling the permanent workforce. Created a competency model for the new HR workforce to emphasize customer service, strategizing, and problem-solving skills. Administered a competency-based assessment of the workforce and created and delivered custom training for the staff.

R3 has reviewed, updated and classified hundreds of position descriptions (PDs) for several different federal customers as part of standardization, level-setting, and efficiency efforts.

Led a multifaceted transformation project with a DHS component to improve workforce planning, classification, recruiting, hiring, compensation and retention practices for the entire workforce.
