GSA Human Capital and Training Solutions (HCaTS) Small Business (SB)

R3 Government Solutions (DUNS: 831214619) was awarded Prime contracts for both Small Business pools on the General Service Administration’s (GSA) HCaTS vehicle. Pool 1, Training, was awarded on July 26, 2019, and Pool 2, Human Capital, was awarded on May 11, 2016.

Solutions Overview

The Human Capital and Training Solution (HCaTS) contracting vehicle is a direct result of a partnership between the U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). This contract provides human capital management and training services to all federal agencies through OPM’s Training and Management Assistance (TMA) program.

By using the HCaTS contract, federal agencies can be assured that they are receiving highly qualified and reliable solutions to their human capital and training service needs. HCaTS also offers federal agencies flexibility in selecting a contract type at the task order level, as it supports Fixed-Price (all types), Cost-Reimbursement (all types), Time-and-Materials, and Labor-Hour contracts. GSA has awarded two contracts in each category, Pool 1 – Training, Pool 2 – Human Capital. HCaTS SB improves human capital management in line with OPM governing doctrines; maximizes return on investment in human capital management and training services; offers easy access to best-in-class solution providers; and helps customer agencies meet small business goals, receive small business credit, and support competition.

Per OMB Memo 17-22, HCaTS was designated as a Best-in-Class (BIC) solution for Human Capital and Training Solutions in October 2016. As part of the category management effort, BIC contracts are recognized as “good-for-government” purchasing solutions that agencies should consider leveraging to access BIC providers. As part of the BIC process, HCaTS has met rigorous category management performance criteria as defined by the Office of Management and Budget.
