Glenn J. Hartung, Chairman & COO
Glenn HartungGlenn Hartung is Chairman & COO of R3 Government Solutions (R3), a service-disabled Veteran-owned small business (SDVOSB). As a service-disabled veteran, Mr. Hartung, leads day-to-day management of the business operations of R3 and oversees finance, accounting and tax matters. He also focuses on capture strategy, strategic growth, and the long-term direction of the company.

Mr. Hartung's initial business experience was with Deloitte for nine years specializing in tax planning for businesses, taxpayer representation, estate planning and consultation on business structures. After leaving Deloitte, he coordinated the initial public offering of a former client and served as CFO of this company.

Mr. Hartung spent the next 30 years as a small business entrepreneur, launching and managing successful firms. He was general partner and CFO in real estate development projects primarily in the Chicago suburbs, including a 110 acre real estate development project in Schaumburg, at the time, the largest planned unit development in the Chicago suburbs. The various projects included multi‐family residential, restaurants, office buildings and hotels. In addition to financing and equity raises in excess of $500 million, his responsibilities included supervision of the corporate controller, the hotel controllers and developing management reports for the residential, office and hotel properties. Mr. Hartung, and a partner, managed all of the development projects upon completion. Today, these projects generate gross revenues in excess of $50 million annually.

Mr. Hartung served in the US Army at Edgewood Chemical Biological Center, Edgewood, MD. Mr. Hartung holds a BBA from the University of Wisconsin – Madison, and is a Certified Public Accountant (CPA).

Kristin H. Berry, President
Kristin BerryKristin Berry is President of R3 Government Solutions (R3). Ms. Berry is an accomplished leader and entrepreneur who has built two award-winning Federal consulting businesses. Ms. Berry has 23 years of experience working in partnership with senior executives and management on complex, large-scale financial, process and organizational transformation initiatives including numerous enterprise technology implementations in both the public and private sectors. Her areas of expertise include: program management, change management, strategic planning, enterprise technology, business process management, financial analysis, performance measurement, and human capital management.

Recognizing the Federal government’s requirement to contract a set percentage of procurements to small businesses, Ms. Berry launched her consulting practices in 2004 and 2008, respectively. Ms. Berry built these businesses from the ground up overseeing finances, operations, business development and service delivery. To date, her businesses have secured more than $15 million in client engagements with over 50 different clients. Under her leadership, R3 earned the Department of Homeland Security Chief Financial Officer’s 2009 Meritorious Service Award, and BAE System’s 2010 Small Business Award for outstanding client service.

Ms. Berry spent the majority of the first 15 years of her career as a senior executive at IBM and predecessor PricewaterhouseCoopers, where she played lead roles in several multi-million dollar federal transformation engagements. At Towers Watson, she served as program manager for the annual employee benefits enrollments for two Fortune 100 companies with over 50,000 staff and oversaw relationships, proposals and capture for key clients. Ms. Berry began her career as a securities analyst covering the energy, aerospace and defense industries.

Ms. Berry holds an MBA in Finance and Human Resource Management with distinction from the University of Michigan, and a BBA in Finance from the University of Wisconsin - Madison. Ms. Berry serves on the University of Michigan’s Women’s Leadership Council, and is a frequent speaker and supporter of women’s entrepreneurism.

Scott J. Cameron, MBA, IPMA-CP
Kristin BerryScott J. Cameron is Senior Vice President of R3 Government Solutions leading the firm’s human capital management practice. Prior to joining R3, Mr. Cameron was a Director at Grant Thornton Global Public Sector and provided consulting services to federal government agencies in the areas of human capital management, performance management, program management, commercial services, business process re-engineering, and strategic planning. He is registered as a Certified Professional by the International Public Management Association for Human Resources, is a CHCO SAGE with the Partnership for Public Service, and a Principal of the Council for Excellence in Government.

Prior to joining Grant Thornton, he was a Deputy Assistant Secretary at the Department of the Interior. He was Chief Human Capital Officer, E-Government Executive, had the lead on budget and performance integration, and served on the Executive Committee of the interagency Chief Acquisition Officers Council. He was also the Managing Partner of two of OMB’s government wide E-Gov projects; Geospatial One Stop and Recreation One Stop.

Earlier, Scott was Deputy Chief of the Interior Branch at the Office of Management and Budget (OMB), part of the Executive Office of the President. He served as the program examiner for the US Geological Survey, US Fish and Wildlife Service, and the National Biological Survey. Earlier at OMB, he oversaw the EPA’s Office of Water and the Office of Research and Development. From 1985 to 1989, Scott worked as a Legislative Assistant to U.S. Senator Chic Hecht (RNV), handling all the energy, environmental, and natural resource issues for the Senator. Scott began his career as a Presidential Management Intern in the U.S. Fish and Wildlife Service, after earning a BA in biology from Dartmouth College, and an MBA from Cornell University.

Dorothy K. Schilder, Contracts Manager
Kristin BerryDorothy Schilder is Contracts Manager for R3 Government Solutions. Ms. Schilder oversees the administration and regulatory compliance of the firm’s Federal and commercial prime contracts and subcontracts. She also handles all contractually-related issues including development and review of teaming arrangements and consultant agreements, as well as procurement responses and cooperative arrangements, and serves as the firm’s organizational conflicts of interest officer. 

Ms. Schilder has over 16 years of business experience in the areas of finance, operations, project management, and contracts administration. She spent the majority of her career serving as contracts administrator and operations manager for private sector consulting firms with public sector and commercial clients.  Having served as head of contracts with an environmental consulting firm, Ms. Schilder brings to R3 extensive cradle-to-grave contracts management experience.  This background includes administration of multiple Federal and State-Agency prime contracts and subcontracts, fulfillment of technical and financial reporting requirements, coordination of technical and cost proposals, and preparation, negotiation, execution, and close out of varied prime contracts and subcontracts.

As operations manager for an international service quality training firm, Ms. Schilder was extensively involved in contract negotiations, managing GSA contracts, and responding to Federal Total Quality Management proposals.  Ms. Schilder began her career with a Wall Street investment firm where she advised extensive clientele in all areas of financial services including purchase of domestic and international securities, as well as performing in-depth financial research and analysis for both individual and organizational investors.

Ms. Schilder holds a MS in International Trade, Finance and Commerce and a BS in International Economics from Georgetown University. Ms. Schilder is a Certified Federal Contracts Manager (CFCM).
